From reading the guidelines regarding the $20 billion compensations fund, it seems like not everyone will be granted compensation. This is because there must be some form of documentation to show that your livelihood was affected before you are issued a check. Thus, people who sell fish and produce on the side of the road may not have the necessary documentation to show their loss.
